Why do government agencies lease? Tax exempt rates are fixed at the time of funding and provide low cost borrowings. The lease term may be matched to the useful life of the asset. Voter approval is not normally required and the lease is not considered a debt for financial accounting purposes. Leasing allows the government entity to acquire needed equipment when funds for a cash purchase might not be available. Payment structures are flexible and may be monthly, quarterly, semi-annually or annually, in advance or in arrears. Seasonal payments are also available. At lease end, the lessee has title to the equipment. Leasing is flexible and easy.
